Rosary Beads Silver

Question for Roman Catholics please?
This might sound like a weird question, but here goes.
I was shopping in a thrift store in our neighborhood (the kind that takes donations and re-sells them). We have a large Catholic population here.
anyway, I was looking at some jewelry hanging there and a colorful necklace caught my eye. I picked it up and noticed that (at first it seemed to be) it was home-made necklace of silver colored cord and multi-colored pony beads, Then I realized, it was a rosary! Anyway, have you ever heard of a home-made crafty-type rosary? Are there rules of some kind as to who can make rosarys, or anything like that?
Does it have to be blessed first, then?
